It may be that the permission to initiate a withdrawal has not been set.
Go to Permissions, then Finance. If Create new payments is set to Not assigned, the you should click the dotted menu on the right side of its row and set it to be assigned and managed by Voting.
Because of a technical issue, the current configuration only allows for one supervisor.
